Excellent Product.
This product almost completely stopped my Akita's allergy-related itching. It does not sting her skin or leave a strong odor like other sprays I have tried-- she doesn't run away when she sees me pick up this bottle! The only negative for me is that my bottle is drippy. It is a small bottle, but a very small quantity is effective.

Hydrocortisone Spray
It quells the itch for the moment, but not very long lasting. I found a salve with comfry and st. john's wort in olive oil and beeswax to be more comforting and cooling.. This product left her sticky and her coat stiff.
I also found giving her raw coconut oil in her food a big help to propelling dirt, doggie odor, and fortifying her with linolinic oils important for a strong clear coat.

Excellent!
Sugar was chewing off her fur and the poor girl looked and was miserable. The vet wanted us to put her on expensive medical treatment. After only a few days of applying this spray daily, her fur was growing back and she is now much calmer and not chewing at herself constantly. After several weeks, her coat was like new again. Love this product.

Great question. While there are products that do have a minimum weight requirement, Excel Hydrocortisone Spray is not one of them. You can use this medication on a dog (or cat) of any weight.
I would answer no it does not sting or burn, once Forrest allowed me to spray the area he did not jump or move. proof He allowed me to use it again and again he enjoys the soothing feeling and understands it keeps him from itching and scratching !
Excel Hydrocortisone Spray should be applied to skin that is intact. The skin can be irritated or inflammed, but it needs to be intact. Under this circumstance, the spray should not sting or burn when applied. However, if the spray is applied to an open, or weepy wound (which it should not be), then yes, there can be stinging and/or burning when applied.
They are both excellent. Be Soothed may be a safer choice because it is not a medication. It contains Tea Tree Oil which is a natural inflammatory derived from the Malaleuca tree.
I would suggest you try your best to prevent the pet from licking the area. Not only because he might be ingesting the medication but also because if he does lick it you won't get the benefit of applying the medication.
